VictorianAgeStrategy Tileset

3 uses as this hardware package. Each nation has 7 military units, a Symbol character and a general. A total of 27 units. The structures are common and there are 5 units for millet. The elements of nature are the 4 seas, forests, mountains and earth. I am thinking of adding developing nations and new nations and of course I will diversify nature.
